Power and Duties of the Corporation

As per regulation No.187/2016 Oromia Regional State Industrial Parks Development Corporation has given the power and duties listed here below:

1. Cause the construction or construct integrated agro-industrial parks, industrial parks, rural transformation centers, small and medium scale manufacturing industry as well as production collection centers; administer; rent; transfer same in lease or sale;

2. May transfer management of industrial parks, integrated agro-industrial parks, manufacturing industry clusters, rural transformation centers and agricultural products collection centers to other bodies through contractual agreements based on the direction to be given from the Authority or Board;

3. Facilitate conducive situation for domestic and foreign investors, the farmers having power and efficiency and industrialists to engage and work in these activities through promoting the advantages of industrial parks, integrated agro-industrial parks, manufacturing industry clusters, rural transformation centers and agricultural products collection centers;

4. Engage in common investments by agreement with domestic and foreign as well as industrialists;

5. Perform necessary issues for the creation of cooperation among integrated agro-industrial parks, industrial parks, rural transformation centers and manufacturing industry clusters and agricultural products collection centers;

6. Fulfill infrastructure developments for integrated agro-industrial parks, industrial parks, rural transformation centers and manufacturing industry clusters; maintain same; works on the management and disposal of solid and liquid wastes as well as make the fulfillment of one window service; fulfill same;

7. Cause the disputes created in or among the integrated agro-industrial parks, industrial parks, rural transformation centers, manufacturing industry clusters and agricultural products collection centers to get solutions; make the matters which are beyond its capacity get solutions in accordance with the law;

8. Identify through research the places for building agro-industrial parks, industrial parks, rural transformation centers, manufacturing industry clusters and agricultural products collection centers based on the production tangible condition and submit to the Board and implements up on approval;

9. Work with concerned bodies for the farmers and pastoralist community integrated around agro-industrial parks, industrial parks, rural transformation centers, manufacturing industry clusters and agricultural products collection centers to enable them be familiar with practices and pre and post production modern technologies and to ensure the production of agricultural products which can be used as raw material in puts in kinds, quantity, varieties and in quality;

10. Work with the concerned bodies for the production of other raw materials which can be inputs of manufacturing industries in quantity and quality as necessary by attracting as well as participating domestic and foreign investors;

11. Prepare the procedures and criteria in which the bodies that enter and work in the agro-industrial parks, industrial parks, rural transformation centers, manufacturing industry clusters and agricultural products collection centers be screened and selected in collaboration with the concerned bodies and submit to the Board; up on approval register and select domestic investors based on the criteria; selected from only foreign investors which are registered by the Federal Government and send to the Region on the basis of the fulfillment of criteria and advantages of the region as well as the country, analyze the selected ones and submit to the Board for approval; conclude contractual agreement with the approved ones;

12. Study as to how the people displaced from their lands for industrial parks and clusters as well as for rural transformation centers be integrated and enter in to the constructed industries and participate on the investment using their money saved from compensation paid; submit same to the concerned body and implement up on approval;

13. Collect incomes obtained from rent, lease and sale of agro-industrial parks, industrial parks, rural transformation centers, manufacturing industry clusters and agricultural products collection centers and other sources; administer same; implement requiting permission if concerned bodies;

14. Own property; work with investor in partnership, sign contractual agreements depending on the law; sue and be sued in its name;

15. Perform other activities which help to attain its objectives and those assigned to it by the Board.
